From the LTUG listserve:
Lacerte is aware of this issue and is working on it. It was caused by last week’s update and it only affects network users that use UNC paths for identifying network folders.

FWIW - the recall function is working fine for me
I'm on Ver 39.1024 Fed & CA Tax, and Ver 39.1028,39.1029 for Proforma & Operator

My point is that it IS working for me. So the issue is something other than just the software (antivirus? data path? Master settings? Network install vs. standalone?)
I don't care, as the function isn't important to me.
@IntuitBettyJo - perhaps my experience will help with the diagnosis.

I am not familiar with a recall function. Most "errors" can be fixed with a reboot. If that fails do a force install https://accountants-community.intuit.com/articles/1859961-how-to-perform-a-force-install-of-lacerte
