T/Y 2018 Residential Energy Credit Form 5695 appears to be alive and well to me

It has not been extended as of yet. The form is active in case they extend.

I guess I should have been clearer. The box in part II 7a is checked no on the form.  I am using Part 1 I was concerned when I saw the Part 2 box checked. No input in Part II
