I believe you want 5695 in Screen 38 for the 1040. Nonbusiness Energy Property Credit (5695).

But it's "double" paint on a window.  Wait a second, if you put two coats of paint on a window, you won't be able to see through it anymore. Would that then qualify it as insulation?
