This sounds like a discussion your client should have with the employer. I do not believe that it can be recovered on the 540NR

Yet...line 84 is designated for excess SDI withholdings.

Line 84 is for "excess" over the total amount for the year due to multiple employers.

It is NOT for something screwed up by ONE employer. 

You have to contact that employer to get it refunded.
