For an individual return > Screen 4 > Click the blue shaded box for PDF Attachment at the top > Click Attach PDF > Click NO for Send PDF attachment with federal (AL,VA, only) If appropriate > Toward the Bottom is a box for Virginia - click that ant doe the next couple of lines
