How do I get the program to include the bank information on the return even if nothing is due. Client wants this done so that they can receive a stimulus check faster.

You can't.
Your client can do that on-line, at irs.gov.

Nothing ventured, nothing gained. If you must, make an extension payment to generate an overpayment and choose to have it refunded by direct deposit, that is, provided you can catch the IRS before they process the stimulus payment.
