I believe that you can do that input in Screen 20 for Line 15 > Credit for state estimates/withholding paid on or before 12/31/19 (or after)
I would attach a pdf copy of the form in screen 4.4 by checking the box for Send PDF attachment to Georgia Return and reference it to Form and Line number...
