Intuit no longer supports Timer (not that they need to, because it is a basic tool that hasn't changed in decades) and they don't put it on their website.
Yes, you can still use it.

The posted links are dead ends. Is the download still available. I have a client who wants to convert from Enterprise 12.0 to Pro 2020 and they do things very old school. Only 2 employees in business and they have been using this time for YEARS. Please and thank you!!
