My question is about the order of setting up for the 2018 tax year. Is it necessary do finish sending the organizers before I transfer my client data tot the 2018 program?

Susan is correct. AND, I'd strongly advise not transferring your clients en-mass until after the next update (at the earliest..)
I only transfer ones I'm trying to do projections on, and I renumber those (so that when I transfer again I don't overwrite anything). I generally don't transfer all clients to the 2018 program until January.
