{"id":505,"date":"2014-08-15T17:12:35","date_gmt":"2014-08-15T22:12:35","guid":{"rendered":"https:\/\/taxprocenter.proconnect.intuit.com\/?p=505"},"modified":"2017-10-17T13:30:48","modified_gmt":"2017-10-17T18:30:48","slug":"majority-of-cpas-polled-had-clients-victimized-by-tax-id-theft","status":"publish","type":"post","link":"https:\/\/accountants.intuit.com\/taxprocenter\/client-relationships\/majority-of-cpas-polled-had-clients-victimized-by-tax-id-theft\/","title":{"rendered":"Majority of CPAs Polled had Clients Victimized by Tax ID Theft"},"content":{"rendered":"<p><span style=\"font-weight:400;\">Sixty-three percent of CPAs who answered the 2015 tax software survey conducted by <em><span style=\"text-decoration:underline;\">The Tax Adviser<\/span><\/em> and <em>Journal of Accountancy<\/em> said at least one of their clients was a victim of tax identity theft in the 2015 filing season.<\/span><\/p>\n<p><span style=\"font-weight:400;\">CPAs interviewed in connection with the survey\u2019s findings on identity theft also echoed National Taxpayer Advocate Nina Olson\u2019s report to Congress released Wednesday detailing long telephone wait times and other frustrations experienced by victims of identity theft in dealing with the IRS (<\/span><a href=\"http:\/\/www.taxpayeradvocate.irs.gov\/Media\/Default\/Documents\/2016-JRC\/Volume_1.pdf\" data-wa-link=\"body_irs-taxpayerVol1\" target=\"_blank\"><span style=\"font-weight:400;\">Objectives Report to Congress<\/span><\/a><span style=\"font-weight:400;\">).<\/span><\/p>\n<p><span style=\"font-weight:400;\">In the survey, conducted in May, most CPAs reporting theft of clients\u2019 IDs said the problem affected fewer than 5 percent of their clients, although 76 respondents (2 percent) said between 6 percent and 10 percent of their clients were victims. Ten respondents reported between 11 percent and 15 percent of their clients were victims, and two respondents put the percentage at more than 15 percent.<\/span><\/p>\n<p><span style=\"font-weight:400;\">Many respondents had some difficulty dealing with the IRS in resolving the issues, with only 27 percent saying it was easy or very easy to resolve, and 39 percent saying it was difficult or very difficult. A significant percentage of respondents, 44 percent, reported that the victims were unaware of the theft before attempting to file their 2014 returns, and another 42 percent said some victims were aware of it and others were not.<\/span><\/p>\n<p><span style=\"font-weight:400;\">More results, including CPAs\u2019 assessment of the major software products they used to prepare individual and business returns, will be available in the August issue of T<em>he Tax Adviser<\/em> and the September issue of the J<em>ournal of Accountancy<\/em>.<\/span><\/p>\n<p><span style=\"font-weight:400;\">In her mid-year report to Congress (<\/span><a href=\"http:\/\/www.journalofaccountancy.com\/news\/2015\/jul\/tax-identity-theft-201512647.html\" data-wa-link=\"body_joa-idtheft\" target=\"_blank\"><span style=\"font-weight:400;\">see previous coverage<\/span><\/a><span style=\"font-weight:400;\">), Olson found fault with the IRS\u2019s low level of telephone service to ID theft victims and other taxpayers this year and its continuing refusal to assign a single IRS employee to each victim as an ongoing contact and to oversee resolution of the case. For three weeks in late February and early March, the percentage of callers getting through to an IRS employee on a Taxpayer Protection Program phone line was 10 percent or less. Callers who did get through had been on hold for an average of an hour during one week in early February. Callers to the Taxpayer Protection Program line were those whose returns were suspended from processing for suspected ID theft; Olson also reported that more than one-third of the more than 1.5 million returns suspended turned out to be legitimate.<\/span><\/p>\n<p><span style=\"font-weight:400;\">Respondents to <em>The Tax Adviser<\/em> and <em>Journal of Accountancy<\/em> software survey said even more challenging than dealing with the IRS on behalf of their clients who were victimized was fielding those clients\u2019 concerns, including complaints about the IRS\u2019s level of service.<\/span><\/p>\n<p><span style=\"font-weight:400;\">\u201cThey relayed stories to me of long telephone delays in getting any information,\u201d said Mike Kimmell, a director at Mauldin &amp; Jenkins LLC in Atlanta. Clients in some cases did not receive identity protection personal identification numbers (IP PINs) promised by IRS personnel or experienced a lack of responsiveness in other ways. \u201cAll this sounds normal to practitioners, but it is unnerving to the taxpayers,\u201d Kimmell said.<\/span><\/p>\n<p><span style=\"font-weight:400;\">Because the IRS does not assign a single employee to resolve each victim\u2019s case, taxpayers must call the Service repeatedly to discuss different aspects of it, each time having to explain their plight anew to a different employee, Olson said in her report to Congress.
