The following e-file reject is received;

Error Code 0703:  For Resident Form 1, Part Yr Resident Form 1 NR/PY:  The Schedule HC, Page 2 is not completed properly.

If the Massachusetts Schedule HC is generating but is not complete, you are likely missing the necessary entries on screen 57.192 Massachusetts Schedule HC.

Please verify that the Massachusetts Schedule HC is required and verify it contains complete and correct information.  Once complete, resubmit.

If Schedule HC is not required, make sure you do not have any information entered on Screen 57 in 1=you were insured for all of 20YY for either the taxpayer or spouse (code 50 or code 70).  If you do have erroneous entries in these fields, remove them and resubmit.

Schedule HC Instructions;

Who is required to file:

According to the information at the top of 20YY Schedule HC,  Schedule HC, Health Care Information, must be completed by all full-year residents and certain part-year residents (see instructions).  Note:  Schedule HC must be enclosed with your Form 1 or Form 1-NR/PY.  Failure to do so will delay the processing of your return.

More detailed information regarding requirements for "certain part-year residents" are included in the form instructions, page 2, under Special Circumstances During 20YY, Part-year residents.

  • If you moved into Massachusetts during 20XX, the mandate to obtain and maintain health insurance applies to you beginning on the first day of the third month following the month you became a resident of Massachusetts...
  • If you moved out of Massachusetts during 20XX, the requirement to obtain and maintain health insurance applies to you up until the last day of the last full month you were a resident...

Note:  Part-year residents are not required to file Schedule HC if they were residents of Massachusetts for less than three full months.

Based on these instructions, if the taxpayer was a resident of Massachusetts for more than three months, Schedule HC is required.  Please go to screen 57 and enter the insurance information and number of months the taxpayer resided in the state.
