Why is prior year SSA-1099 benefits missing from the prior year data, but the form is still listed in the document request list?

Good question but is it a critical issue to complete this year’s tax return?

I havent really noticed, generally once someone is getting SS, it doesnt change, but maybe If you didnt remove the form, it still carries over, kinda like a W2 worksheet.

No, it's not critical to preparing the tax return. From an administrative and client standpoint it is a good review to see prior year figures. I don't need it to be critical for the purpose of the tax return. I just need to know if we are entering data correctly for the software to function as it should, or if there is an issue with the software.

You didn't say where you were looking.  I agree that the amount should show up if you are looking at the two year comparison.  For the record, I haven't seen an issue with taxable Soc Sec benefits not showing up for me.

Was it taxable in the prior year?  If you're looking at the two-year comparison, I think it just shows the taxable amount, not the gross amount.
