Line 19, Schedule D will not populate from unrecaptured Section 1250 gain worksheet

The unrecaptured Section 1250 gain worksheet was populated from a 1099-DIV, but the amount on line 18 of the worksheet does not populate line 19 of Schedule D. There is a loss on line 16 of Schedule D. Will that affect line 19?

Yes. It only gets taxed at the higher rate if there are net gains.
