after updating, my program crashed. had to get a new computer. Programs were transferred, but I now do not have the licenses I paid for. The live person did not help. I tried all 4 steps for the 4-0 error code. What do I do now?

If you've tried all the steps here: How to resolve ProSeries failure to license error code 4-0, then we'd recommend reconnecting with Support and letting them know that this has not been resolved for you yet.
Try choosing tools from top menu, then License products
