Why was CA refund adjusted on CA Adjustments page when it was already removed on Federal return?

On Federal Return refund was added on line 10 Refunds then subtracted on line 21 Other Income. On CA Adjustments Line 10 Refund was subtracted but line 21 Other income was not added.

Why was the refund included on Line 10 then subtracted on the Federal return? ...maybe Im misunderstanding.
