Why is the system calculating a child tax credit when the child is clearly over 17 years of age & info worksheet is completed correctly?

Because over the age of 16 clearly qualifies for the Other Dependent Credit, not Child Tax Credit, but they appear on the same line of the return.   

I'm sure you learned about the ODC in your CE classes you took for the new TCJA laws that went into place for 2018, right?
