Why is the estimated tax calculation based on 2022 income not working in Basic? Every client comes up zero tax!

Is there an amount on Line 1b on the  Estimated Tax Worksheet?   Is that box checked to use for estimates?   If the amount on 1b is zero have you entered the appropriate info in Part VII ?
