Why can't I e-file a North Carolina tax return?

I tried filing a while back and it said I had to wait until Feb 10.  Then when I tried on Feb 10 it said I had to wait until Feb 17.  I tried again today (Feb 17) and it won't let me again.  It is a very simple return.  One w-2 is all there is.

    You'll probably have to wait for the West Coast to wake up before anything becomes effective today.
