Unemployment is taxable in new york.  Program is showing the $10,200 exclusion in error

Just to prove my theory about New York preparers, I did a sample return, Form IT-201.  It adds the unemployment on Line 14, then subtracts it out on Line 16.  Then it adds it back in again on Line 24, with the amount coming from Form IT-558.  

I think the time it takes to figure this out is called "a New York minute."
