Question

Tried to file a return electronically. The attempt failed due to my lack of qualification. Then filed the return by paper. Refund is due taxpayer but not received?

electronic filing failed. Then return was filed manually, paper in a timely manner.  Refund due remains outstanding.  How can I get refund for client?

Go to irs.gov & check "where's my refund" (or, have your client do so).

Good chance it's going to show "in process" like 38 million other returns, both efiled AND paper filed.

Next choice would be to call PPS.
