I am not able to increase my Pay Per Return account balance on line due to a temporary server error that actually os not temporary ...

Have you tried to increase your balance through your Intuit Account instead of the program?

https://www.intuit.com/sign-in/   scroll down to ProSeries, then log in. 

Click Billing on the left side of the screen then PPR.    If that still doesnt work, you may need to call into Support.
