Should New Immigrants who are green card and came to US in Oct 2021 claim the $1400 stimulus checks?

Hello, I am new to the forum. 

I have a clients who came to USA in last year Oct 2021 with green card status. 

Should he qualify for $1400 stimulus check ( EIP 3)?  Please advise.

Is this someone who qualifies to file a joint return with a full-year citizen or resident?  Or are you  filing a dual-status return?

The CARES Act did not specify the date by which someone must meet the requirements for being a “resident alien” nor have they specified which actions a person is involved in as a “Dual-Status” Alien will be used by IRS as a basis for issuing an EIP and which ones will not.
