Return wants a state ID even though I checked "Spouse does not have an ID"

Under "ID Verification," I have checked the box for "Spouse does not have a driver's license." The taxpayer's information is entered. Under "Spouse," the Issuing State is pink and shows as an error. It won't let me enter "blank," even though the spouse does not have an ID, and I checked the box that says "spouse does not have an ID."

WTF people?

I should add that if I do enter OR (which is the state they live in), then it claims all the other lines are errors -- number, date issued, date expires. So obviously that's not a work-around. How do I get this fixed?

Some states require it....otherwise delete the ID form and them when it repopulates, try again to check the No box for spouse.
