My client did not qualify for epi1 or ep2 based on 2019 income

does qualify for for both with 2020

how can I complete work sheet without triggering the refund

The credit is based on 2020.  So it sounds like your client qualifies for it.

    For clarity, let's restate this part: "My client did not qualify for an Advance amount for epi1 or ep2 based on 2019 income"

    Tax year 2020 is what matters for eligibility; then you enter the amount they got In Advance, to see if they are entitled to more as a refundable credit.
