Correct, that is no longer filled out on the 1040 (actually, Schedule 6) if the Paid Preparer is the designee.

I think there is currently a 'bug' about some check box not being checked in connection with that, but they are aware of that.

I am unsure if the California 540 has changed in this regard or not.
