OTR truck driver - home state Texas - work state Indiana

I have an OTR truck driver - his home state is Texas, his work state is Indiana.  The rules state that he must pay county tax, but not state tax; however the program is charging him state tax as well as county.  I must have missed a box to check.  Can anyone help me please?

He will have to pay Indiana state tax unless he worked in a reciprocal state which Texas is not.   

This information may help https://www.in.gov/dor/files/ib28.pdf     This bulletin is current even though the date is November 2016 when it was issued.
