Older sister adopted her younger brother with disable, can she call him as son or brother

My client a single person, adopted her own brother with disable in August 2019, I have his adoption paper for proof. When I do filling in proseries, do I say her child as (brother or son)?

Is the brother under age 18?  Were his parents' rights terminated?  Some states have "adult adoption" procedures that may not establish a parent/child relationship.  I haven't see what the court orders say in cases like that.

Her brother is under 18 (13 year old), younger than her  and I read his adoption paper it mention his parents right have been terminated.
