Not allowing me to convert and transmit return

I'm trying to transmit a 2019 individual 1040 return. It goes through the motions but doesn't transmit and reverts to as if I never requested a conversion and transmittal. Is this a software issue? I transmitted hundreds of returns before.

1040 individual efiling is down until the IRS reopens it.  Probably not till the end of January.
