Must landlords include government rental assistance to tenants as income?

I have a client insisting that government payments(such as section 8 etc) to landlords for rental

assistance should not be included in rental income?  Is the client correct?

The U.S. government paid at least $970,000 to President Trump’s company while Trump was in office — including payments for more than 1,600 nightly room rentals at Trump’s hotels and clubs.  And he paid tax on every penny of it.  You can check it out, once copies of the returns are released.

Its not income to the renter, but it IS income to the landlord.
