Minnesota M15 ln 14 Credits not calculating correctly

Does not agree with Tax Pymt Wks

The M15 has been acting funky this year for me.  It's been calculating small penalties when there should have been no penalties.  Since I've been dealing with piddly amounts I have just entered zero for the prior year tax and moved on.  If you override and enter the payments manually, does the form work out?
