Maryland PTE carryforward overpymt

The MD PTE overpayment from 2020 did not carryforward from Form 511 and there is no where to enter it on the 2021 Form 511

I contacted the TaxProHelp line for the Comptroller of MD.  Their reply was to add it to the estimated tax payment line on the 511.  In ProSeries we are to enter a 12/31/20 "additional payment" for the overpayment on the information screen.

PLEASE SAVE THIS IN YOUR FILES:
The C’s Office is planning to clarify in the instructions —
On Form 511, where do we enter the prior year overpayment applied to 2021?
Last year’s overpayment applied to this year should go on line 13a. Additionally, an electing PTE that filed a 511 last year, but files a 510 this year should add those payments to the 510 line 16a.

The more I know the more I don’t know.
