can tax balance in excess of 1 million be electronically withdrawn

For that large of an amount, I would encourage your client to use IRS Direct Pay.  The payment can be scheduled for the date they want and they have a receipt for proof it was paid timely.

    I think there's a limit for Direct Pay, too.
