I would like to set up 2 upcoming bi weekly payrolls to submit to QB using QB desktop. I prefer not to bring my laptop or can I add my QB desktop to an ipad ?

Desktop payroll is a Windows function. QB for Mac runs payroll over the web. QB for Windows would only run on iOS if you are running Windows as a simulation.
You can submit payroll up to 45 days in advance. You can submit them now, if you know what they are for values, for the later settlement dates.
