HSA distribtution in January 2021 is for 2020 medical expense--how to enter distribtuion to avoid penalty for 2020?

If it was distributed in 2021, then it is reported on the 2021 return. The 1099-SA should be for 2020, 2021 1099-SA will not be issued til 2022.
