How can I generate my NYC module to my state list? It's missing and not working as in previous years. How can I generate it?

You have to be in the NY state return to access the NYC module.

I am in the NYS module.  NYC is not on the list to choose from as in prior years.  It shows as downloaded with my other states but not an option from the state list.
