Homebuyer tax payment

Can anyone tell me a way around the form 5405 to enter the tax repayment credit. The form 5405 is not released until mid march

I think the 5405 is one of those forms that the IRS will reject if its required but missing from the return.

      I think the 5405 has been that way for awhile, Id much rather get a reject than have a refund held up in the IRS hellhole for who knows how long.
