Form M1PR, Homestead Credit Refund

Hi,

My client moved to Minnesota and bought the house at the end of January, 2021.

He asked me to file his 2021 tax return.

I am not familiar with the MN state tax return, especially Homestead Credit Refund.

According to the M1PR instruction, because his income is over $119,790, I think he is not qualified for the credit refund.

In this case, does my client have to file a Form M1PR, Homestead Credit Refund?
