Employee Income Tax Withheld

I'm noticing taxpayer's w2 forms are reporting less federal income tax withheld in 2021. Was there a change in withholding by the Treasury Department in 2021?

Employees may have been asked to complete a new "2020 style" W4 and ended up with less withholding than the older styleW4 (pre 2020).
