Why do I need to complete form 8867 Due Diligence Checklist when taxpayer doe not have dependents or Children?

Can the taxpayer still qualify to EIC?

Maybe. 

65 year olds can now qualify.

    EIC for single people has been around for awhile, the income limits were pretty low though, seems like now the income limits are higher and they took away the age limit, so many more people qualify.
