E-filing on Out of State Tax Return

I am doing taxes for a lady who lived all 2021 in NY then moved to SC.  When I was doing her taxes I found out I needed a NYPTIN.  I only have one for SC.  

First Question:  Do I need a PTIN number for each state?

Second Question:  Is there a way to just file her Federal electronically and then do a paper return for her state?

Are you a CPA? If so, you don't need a NY number.
