Does a court appointed guardianship of a child satisfy the relationship test for EIC? Is guardianship equal to foster child?

client fits all other criteria for the EIC and has a court document assigning guardianship, so is this considered as foster child (treating the child as your own)

Her is the definition of Foster Child from pub 501:  

Foster child.

A foster child is an individual who is placed with you by an authorized placement agency or by judgment, decree, or other order of any court of competent jurisdiction.
