how do you create a family link for form 8615 to elect to have the kiddie unearned income taxed at the parents rate.

You don't create a family link.  You enter the data manually on the child's 8615 worksheets.  And then have fun if you have more than one child subject to it as it's a back and forth opening of files situation.
