Can you e-file 2021 return with form 5695 attached? Its not allowing me using Pro Series.

Yes I have e-filed that form for 2021.

    Define "not allowing". Do you see an error? Do you get a message? Will it transmit, then gets rejected, or can you not even get it to convert for EFIling?
