Depending on how the questions are answered on the 1310, it IS possible to Efile with the 1310 in certain situations.  The program should tell you if its able to be Efiled or not.

I'm checking Box C and not getting any related diagnostics.  Can I assume that I don't need to mail the 1310 in separately?

no, I have them sign the 1310 along with the 8879s and I keep it in my file.

In my opinion that form 1310 always seems to have errors .... If you cannot correct The errors then you may want to ask the client if they wish to mail the form 1040 with the form 1310 via u.s. certified mail with return receipt... then you can attach anything that you wish to like an executor certificate if it is required ... Just my opinion.. you do what you want to do...
