Allow a return to be relocked

Please allow a return to be relocked if it was unlocked previously.  I had to change a fixed asset description on the tax return for a property tax audit.  I unlocked the return just to change the description.  I wanted to relock it so make sure no one inadvertently changed the return before next year'[s filing.  I was unable to do so.

also should allow for manual locking of a paper-filed return. Should not only be a feature on e-file.

Additionally, if I am only e-filing one component of the return (ex. NYS It-204-LL) because it has a different due date, it should not lock the return. Locking the return should be optional, not compulsory. I will always lock my completed returns, but we should be able to determine when to lock/unlock not the system
