Is it possible to e-file a GA composite return for a partnership? The letter is telling me to mail it and phone support hasn't been able to figure a way to do it.

Georgia’s IT-CR (Georgia Nonresident Composite Tax Return) currently appears to be a paper-only filing; the Department of Revenue provides only fillable PDF forms with instructions to print and mail, and there is no indication that IT-CR can be e‑filed through commercial software or via Georgia Tax Center. The DOR’s approved software provider lists for corporate and partnership returns do not identify any vendors as supporting IT-CR specifically, nor is there any separate IT-CR software list.
If you select to e-file it from Screen 1, what diagnostics do you get that tell you that you can't e-file it? It'd start there and use the "find my diagnostic" section to see if anything else has reported this. Some diagnostics are "ghost" diagnostics and can be suppressed in e-file.
I'm not getting any diagnostics saying that I can't e-file it. But the client letter instructs the client to file the composite part of the return (IR CR form) by mail and gives an address. This indicates to me that it's not going in the e-file.

It never has been able to efiled in Lacerte (nor do I think anywhere else), so I would assume it can't be efiled for 2025.
