Why can't I proforma the 2017 tax return info into the 2018 program?

This process is initiated with the 2017 software, not the 2018. You proforma FROM 2017 to 2018. 

The proforma in the 2018 software will be greyed out until late in 2019, when you can then proforma FROM 2018 to 2019.
