IHSS issue w-2 box 1 contain with no wages. and the e-file diagnostic show ref #363, how can I fix this problem.

The easiest option is to omit the W-2. Does it contain any income items, like FICA wages?

If it has FICA wages and in the extremely unlikely situation that taxpayer hit the Social Security maximum (or if there was any income tax withheld), I would just enter $1 in Box 1.
