Solved

My AVG antivirus won't allow me to install 2018 Lacerte. I can download the WebSetup18.EXE file, but when I try to run that program, AVG stops the process.

As a best practice, you should always "disclude" Lacerte/ProSeries from your AV scans b/c not only will AV prevent downloads but sometimes efiles and updates are impacted as well.
