Hawaii Tax Return for military nonresident help

I am filing an HI tax return for my daughter and hubby who is in the military.  Having difficulty navigating Lacerte to show them as nonresidents and therefore have no taxable income.  Definitely a newbie for this one.

Screen 1 be sure to mark Resident State HI and check the box for  Full Year Resident.

Hmmm.  I actually want them to show up as "nonresidents."  Per the military, their resident state is WA and I'm told that exempts them from paying income tax in HI.  My son-in-law is in the military (not daughter).

In Lacerte, I am showing them as a resident of WA as of 12/31 and checking the 12 month box.  Clearly, this isn't correct as the HI return is showing them as a part-time resident.
